You are wrong about EM beeing the worst damagetype vs. shieldtanking. Its the best. Some put on EM hardners, some put on invul. fields, you never know until you see the killmail. As for counters I'd say another drake

I would train for tech2 scout drones first. Warrior IIs will chase down any fast tackler. Then train for Tech2 weapons, just to give you more DPS (which also is a good thing) to deal with a "heavy" tackler. And once you got your tech2 drones, you...
